Strengthening the institutional capacity of the electricity sector and project management.
This component focuses, among other things, on strengthening the capacity of the entities and agencies responsible for the implementation and management of the project, as well as establishing an industrial strategy based on rural electrification activities and local expertise in engineering, construction, and maintenance of MV/LV networks, and supporting the institutional reform of the AER. This component consists of the following five sub-components:
This sub-component will support MINEE, ARSEL, EDC, and AER in analytical and advisory activities, training, logistical support—particularly covering travel related to project activities—and the acquisition of equipment, office space, and vehicles.
It involves the recruitment of an engineering firm to supervise and control the quality of the execution of the engineering works financed under the project, as well as the implementation of the project’s ESIA and RAP.
The investments previously described will no longer be carried out under the current project. The focus is now on providing electricity to 31 integrated health centers across 8 regions of Cameroon using solar photovoltaic systems.
This sub-component focuses on the formulation of an industrial strategy based on the rural electrification activities outlined under the PDER, with the aim of creating industrial enterprises to retain a portion of investment flows within the country. This sub-component is broken down into: (i) a study on structuring local expertise in the design, installation, and maintenance of rural networks; (ii) the development of a local policy to promote enterprises for electrification, operation, and maintenance works; (iii) the creation of new industrial activities in the electricity sector to supply equipment for rural electrification (poles, cables, electrical accessories); (iv) strengthening the capacity of OSER in managing large-scale, long-term projects by local actors; and (v) the development of regulations (standardization) and specific controls in the field of rural electrification.
Under the project, only the creation of new industrial activities in the electricity sector to supply equipment for rural electrification (poles, cables, electrical accessories) has been retained. This involves conducting a feasibility study for the construction of a cable and electrical accessories manufacturing plant in Cameroon.
This sub-component will support income-generating activities for women and job creation for youth in the project areas and includes the following activities: (i) the promotion of efficient stoves for domestic and commercial use, (ii) the promotion of multifunctional platforms to facilitate women’s daily activities, and (iii) project development.
This sub-component will finance a diagnostic study to examine the mission of the AER in decentralized electrification, as well as the development of an implementation approach for Cameroon’s electricity access program (project and contract management, planning and decision-making tools, staff funding, and support for necessary training programs) and the implementation of the results of the diagnostic study.
This sub-component will primarily provide the technical, financial, operational, and fiduciary support necessary for the Project Implementation Agency (AER) to ensure the successful execution of the project.
