Institutional framework

The Institutional Framework of PERACE defines the project’s steering and implementing bodies, as well as their interactions during implementation. It was established on 18 January 2018 by decision of the Minister in charge of Water and Energy.

Steering bodies

The Delegated Project Owner:
it designates the AER, the implementing agency of PERACE;
The Steering Committee (COPIL):
it is the strategic steering body of PERACE and ensures overall supervision of PERACE’s performance. It is chaired by the MINEE.

Implementing bodies

The Project Management Unit (PERACE PMU)
It is the body responsible for operational coordination and for the technical, administrative, and financial management of PERACE at the national level.
The Technical Assistant (TA):
it supports the PMU in monitoring, control, and supervision of construction works, as well as in the technical acceptance of equipment and facilities. It was agreed that the project will have a single Technical Assistant, commonly referred to as the Project Engineer or Engineer to the Delegated Project Owner;
The Electricity Directorate (DEL):
It serves as the PERACE Focal Point within the MINEE and provides support for the implementation of components 3, 4.3, and 4.5.
